Litvinenko was killed by US or Britain. Russia didn't have reasons to kill him.

Ok, they have resigned according to their will, and
they were not discharged. So, it will be no surprise, if they ask for an american citizenship as "dissidents".
And about murders of Litvinenko and Politkovskaya. No Russian citizens were killed. So nothing to worry about. Politkovskaya was a citizen of USA, Litvinenko - of Britain.
