Irrelevant. The FDA has exclusive jurisdiction over medicine. States cannot override the FDA. The FDA has made it clear that it does not recognize marijuana as a legitimate medicine, so, it's illegal to buy/sell/possess in the USA.
If you don't like it, write your congresscritter.
