No it isn't. It is the job of the government to carry out laws as laid out in the Constitution, even if the majority of the nation disagrees. The will of the majority cannot infringe on the rights of the minority, and all that jazz....

They don't confuse me. I am the one arguing that the Government is bound by the Constitution (which you have quoted), regardless of the feelings of the people. You are the one suggesting otherwise.
