This is a difficult question. The Bush idea has been that by diminishing the population the problems will vanish as well. What he did in Iraq - killing 2 million people and throwing 4 million to refugee camps - it has been possible to keep the violence caused by the independence and democracy fighters modest. This can be further developed.

In Iran, it is necessary to use better methods for population reduction. It has been shown that e.g. the depleted uranium weapons in Iraq kill too slowly - it is necessary to use the enriched one. The cluster bombs have been very effective especially among children which will eliminate the future threat of those independence fighters. There are also good WW2 time results that concentrating people to certain camps the anti-terrorism work can be more efficient.

These questions have once been solved in Europe - just employ German-English interpretters.
