Florida's electoral votes determine who wins the White House, and the Cuban community in Florida is large enough to have a serious impact on the Florida vote.
The US voting system magnifies the effect of small voting blocks, which is why sanctions imposed on Cuba in the 60's are still there, and why the US is unwavering in it's support of Israel.
Because the Cubans here are overwhelmingly anti-Castro, there is no gain in proposing a rational Cuba policy, and because the Jews in the US are overwhelmingly pro-Israel, there is no gain in proposing a rational Israel policy.

Then the Electoral College system obviously needs to be changed. It is simply not fair and rational that a small bunch of ordinary people can dictate Americas Cuba policy just because they live in the right state.
