I think a reason why people sometimes mix up his views is that questions and issues often are cut out for republicans and democrats (the standard ones) only. So, in a question about Gay Marriage, Paul might say "no." Many might assume that it means he hates gays and wants to keep giving out benefits to straight married couples, but it might just mean that he wants to do away with handouts for married couples altogether.
