No matter what people want to say about the booing and the "lead follow, or get out of the way" comment, the fact remains that:

The U.S. delegation had voted "No" until the reaction was realized, then U.S. delegate changed their vote to "Yes".

The unpopular stance and the dissent caused them to change their minds or at least their policy. That action is definitely a departure from what we've seen from the unchanging, stubborn Bush Administration to date.
