The unpopular stance and the dissent caused them to change their minds or at least their policy. That action is definitely a departure from what we've seen from the unchanging, stubborn Bush Administration to date.

That's correct, and the reason for the thread. Threads concerning a little hope are better than those with no hope at all.
As I intimated earlier , some booing at the UN might end the Middle East conflict and force changes within the Security Council structure. Bullying can become a purposeless habit.
