The US has a large amount of prisoners simply because we have a huge number of lawbreakers. You cannot blame the US government for that, you must look to what our society has become.
But your low is made for the rich and priviliged white elite, isn,t it? Howe els explan that mayority of your locked citisens are poor blacks.
