Does that mean all indigenous persons in any country other than US marines are now defined as enemies?

From what I read about the Iraq war, a country with a pre-invasion population of 26M with the formal military virtually decimated and disbanded in a few short weeks, that's just about worn out US military ground forces over a five-year period. Since the marines have been converted into ground troops fighting right along side the army, I often wonder why those forces haven't been consolidated for the sake of cost, deployment and operating efficiency. Some of the US DoD thinking has zero logic. DoD will obviously be demanding more cannon fodder resources from a Southern Democrat dominated congress disguised as Republicans to waste in the contrived war on terror, so what difference does it make what designation they wear?
