It depends on what you mean by different. Bill Clinton was able to run massive surpluses within the time frame of his two terms in office by not adhering to Republican supply side economics. During that time, the US, also, did not launch a military invasion of another sovereign state.
If Gore had been elected, instead of Bush, we would probably still have massive surpluses and not have the expense of an unnecessary foreign entanglement in the Middle East.
Are you implying that the PCIG could not still get richer if the US is running massive surpluses and not incurring the expense of an unnecessary foreign entanglement?
