It appraises the documentary inaccurately. No where in the documentary do they claim or try to prove Al Qaida did not exist. They merely question the authenticity of the threat they posed and the way that the Bush administration blew Al Qaida out of proportion in almost every way.
BBC NEWS | Programmes | The Power of Nightmares: Baby It's Cold Outside

I think the existence / non-existence argument is a non starter since the BBC documentary never brought it up. The original headline from www . polidics.com was essentially a mischaracteriztion... a shameless troll intended to get "diggs" for their site.

Allow me to clarify. I did mention that bin Laden was able to cooperate with Khalid Sheik Mohammed to pull off 9/11. Mohammed has his own network of radicals and needed bin Laden's financing. Together they pulled it off. Mohammed has been captured and his network pretty much destroyed. Bin Laden has been banished to the mountains.

That was the extent of Al Qaeda. It was bin Laden and a few of his thugs. It still exists today but is more or less inept.

The notion of a worldwide network of operatives was fabricated. Bin Laden was loosely affiliated with some other movements around the world but none of them take orders from him. It was propped up and spun quite brilliantly to incite fear.

Thats what the documentary says. I think it offers some compelling evidence to support its claim and is worth a watch.
