I like the mandate, I hate the method that it's enforced. Raise casino taxes. Raise cigarette taxes. Lather rinse repeat. I don't want to take this too far off-topic though, but I think it would do California and the rest of the states a world of good if they passed some sort of bill or resolution to manage the budget.
