I stink when it comes to driving. Period. I just suck at it. Thus, I have had plenty of pullovers and not once has a cop been nasty to me. My only experience with a hacked-off cop was when I was returning to my car while I was parked in a fire zone (didn't know it) and he read me the riot act. It was about 6:30 AM, so maybe he's not a morning person (and...I didn't get a ticket for that, so that's a plus).

Anyway, I imagine that backup was called because, as OSB said, your vehicle may have been profiled or associated with some sect of criminals or a criminal. They don't know who you are, so they make sure they are safe...backup.

No doubt most have seen the cop-car dashboard videos on the news of cops getting shot, injured, and even killed for even a routine traffic stop. And 25 bucks? I'd just pay it immediately and save the time and hassle of traffic court.
