OK let me interject this random memory here, right before the energy embargo, competition had become so intense between gas stations that we had "Gas Girls", you would pull into the Gulf station next to the Pig 'n Whistle Diner in Brighton, and FIVE smoking hot babes in halter tops and hot pants would surround your car, checking the tire pressure, checking your oil, washing every window on the car, and this is before they even asked you if you wanted gas. Of course for that you paid a hefty 32 cents a gallon.
OK, back to thread..

The only reason that Bush might be getting some blame is that the OP is about Candidate Bush blaming President Clinton for "high" gas prices.
It was Bush that said a president should do something about high gas prices and implied, heck flat out said, that if he were president gas prices would be lower because as president he would do something about it.

So it was Bush himself that set the bar on this one, not the "liberal left".
