Wrong...they were not our enemies until they declared war.
I believe Hitler wanted us as a Ally or for us to stay out of the war. He did not want to go to war with us until we started helping Britain.
Japan had PM in Washington and we were in the process of signing non-aggression pact right up until Pearl Harbor. You dont sign this agreement with a nation you consider your enemy. Japan and USA had good relationship for years before WW2. Unlike Iran.
