that is a fucking out and out lie and I have heard this before, There are NO scholastics qualifications, they do not "take cream off the top"...they get the most motivated parents who sign up quickest and get thier kids in..his resources arguement is bullshit too, only 35% of funds per pupil is allowed to a voucher child, that still leaves 65% for a student they no longer have attending.

The idea is to make sure there are never enough slots.....pathetic.
