Let me restate my original comment:
He has no formal training in government policy. He has no experience in forming national policy. He is a partisan whose strong suit is smear tactics.
And I stand by that. To be a smear merchant, you do not need to be speaking only about your political opponents. He can be speaking about anyone from Jesus Christ to the worst criminal. A smear is a smear is a smear.
