In fairness, you have to recognize that this speech had to be tempered with as little outward campaigning as possible in order to maintain a level of appropriateness.

Obama set that tone in the first few words of the speech when he said something like....I come here not as a presidential candidate, but as an American citizen and a fellow world citizen.

The trip's focus is to help people imagine that he can perform presidential functions, not to explain the details of his policies.
