Well... you do not need silos... the Russian Bombers carry cruise missiles with a range of 3000km. That would cover about half the US.
So practically it is the same / worse than that old missile crisis.

But since Russia already has the capability to hit any place on earth with it's several thousand ICBMs that carry a dozen of warheads each... this sounds like and is, a political stunt for inner politics.
