Obama also stated that we need to get "regular tune-ups". Tune--ups, spark plugs & points are the thing of the past. In fact pre 1985 models.
Was this survey on tire pressure & tune-up's done before 1985? In order to take Obama seriously about tune-up's, it sure sounds like this survey, including tire pressure & proper inflation was done prior to 1985.
This theory is a crock, because everyone who owns a car, knows to keep their tires properly inflated. It's also very easy to notice if the tires are not inflated properly. Ever tried to steer a car with flat tires? It really doesn't handle very well.
This is nothing more than a crock--in an attempt to cover up the obvious.
Obama's & Nancy Pelosi's blatant unwillingness to drill off-shore for our own oil & natural gas, in all out effort to keep us dependant on foreign sources of energy.

According to the GAO, more than 25% of cars and 1/3 of light trucks (SUVs, vans, pickups) have one or more tires underinflated by 8 psi or more.

8 PSI is not enough to cause the bulging you're looking for. It is enough to cause gasoline wastage.
5 billion gallons of gasoline per year are wasted.
