I worked in an INS detainer, and it was basically anextension of a local county jail. That, i was told was just a holding place until you ship folks off to the actual specialist detainers, but when i visited there, that to me looked like some big hall, 80 to 100 folks in one place.
Anyhow the orders we were given is, unless they're not breathing or unless they're not breathing you don't let them get any slack at all.
