While it may be correct to suggest that the DHS does indeed round people up, they're very unlikely to be those that
need to be rounded up. The latter--those who actually immigrate illegally and commit crimes, can too easily fool the DHS, since it is--like all other agencies under the Bush admin--
completely incompetent.
The sad thing about this story is that if this dude had been just a little more clever, he would've escaped all this.
