But there are two or three other siblings who also live and work in Kenya, so I don't get why this guy is down and out. With that name, the only thing standing in his way is himself.
I'd agree that his brother is the one not availing himself of his relatives' possible assistance by asking help from them and that's on him. All they can do is offer it and it's up to him to take it.

But given you are a Ron Paul fan, I think a basic citation to the wiki bio on him helps make my point. His dad with an 8th grade education and an immigrant to boot was poor to start but kept his family together and instilled the values, got them working, schooled, etc. Paul got great ethics from it insofar as work, faith, sports, family, schooling, private and public duty, etc. The family and siblings valued each other. Paul likewise carried that value in practice--not bogus hypocritical and politically motivated rhetoric. He married his high school sweetheart and has stuck with her and valued her, raised his kids and stays involved with them, his wife, his grandkids, etc. Paul has served his country by joining the military and in politics, became a doctor, saw his own kids educated (one likewise an OB/GYN), etc. And he doesn't look for the taxman to do it. He doesn't want it and--very key--he doesn't need it.

Regardless of any issue disagreement one may have with him politically (that's normal for everyone about anyone), the guy is a total winner as a human being and productive society member and so are his family and they all did that learning, helping, and developing themselves and their characters, etc, by a strong family value. If you like his fundamental character and such, look to what helped him get them and give it its due.
