Do you want somebody who's independently wealthy or do you want someone who is living month to month and thus more likely to be on the take? I would rather have someone in there that is taking a step-down in pay then a step-up.

That was the very same argument that the Lords made in parliament before the commons took power.
Only the landed gentry could be assured of incorruptability because they did not need to gain a wage from government.
Trouble is, the landed gentry were actually more corrupt than anyone, in fact thats how they maintained their large estates!
But please America, feel free to follow this line to its proper extent. I look forward to seeing congress resplendent with America's aristocrats in their furs and tweed jackets.
