He's nominally so from Dixiecrat roots, and that's not to imply Phelps=Dixiecrats, just the historical reason why he's a Dem. Gore had that photo taken back when he himself was a Dixiecrat. But today Phelps hates Dems--even said Gore, Clinton and the rest are going to hell, no surprise there. But he hates Republicans too, an equal opportunity hater.
