OTOH, their government may have decided massive losses of the civilian population may have been a small price to pay to continue the fight. Their invasion preparations and their use of air, land and sea Kamikazes suggests they were willing to sacrifice massive numbers of their countrymen. Do you have anything that suggests otherwise?
