If you apply this same standard to your chosen candidate (which I know you are incapable of doing, but just play along), then he's clearly not competent to be President because he doesn't know how many states there are.
Both instances are, IMHO, not that significant - but some uber-partisan folks will take either and make it out to be the most earth-shattering thing anyone has ever gotten wrong in the history of the spoken word.
