I suspect it was 1994, but I cant be sure. That would take more research than I wish to do. You would think with a congressional approval rating lower than any in history, it would happen now, but people are dumb masses. Democrats offer to take money from the rich and buy them things. As long as 5% of the country is paying for everything, and govt has the power to keep it that way, itll continue. I dont see a way to educate the masses as to their stupidity. Especially when the govt is willing to spend a trillion as soon as some hardship looks apparent.
