First, they've got several more.
Second, while nothing is guaranteed 100%, Mk46 torpedos have a pretty solid success rate. Not too much gets away from them...

Cheaper? Sure.
Less effective? Absolutely.
As I've mentioned (and which you'll continue to not comrehend) is that a torpedo can be fired at a target from miles away. Someone sitting on a speedboat isn't going to see it until it's too late. Odds are, the guy might have time to get his hand on the throttle and, by then, it's too late...
