If she's seeking monetary damages, it probably only addresses the woman wearing too much perfume.
It doesn't sound as though she's suing the city to get them to address personal hygiene issues among city employees, which would be appropriate. She's going after money (anytime they say "unspecified damages, they're usually talking about money), which means she would have to be specific; "
this woman stinks" or "
this woman wears too much perfume"...
