Why do we have to wait for taxes to be raised? Can't we just say stop spending money we don't have? Can't we just say stop adding refundable tax credits?

If we stopped the deficit spending, and stopped all refundable tax credits, I would guess that we would have more money to spend at home soon. Once the trillions in debt is paid off of course, which will never happen if we keep giving the tax credits and charging our budget on the Chinese Visa.
