And one scheme under consideration by the UN will do just that based on our RCI's (Responsibility and Capability Indicator) if it's implemented. They talk about using it to reduce income disparities among nations and within nations.

And this is mostly what AGW is about... Controlling and distributing resources in an equitable manner, reducing the disparities in GDP's and standard of living among nations, reducing income disparities within nations, controlling the economy by controlling carbon... It's nothing more than a massive socialist scheme on a global scale.
Professor Carroll Quigley was right when he published his book in the mid-60's.
