Gaza strip is about 1/5th the size of new york city (the city proper not the whole metropolitan area), anyone in there is capable of being a problem to Israel in minutes. It's not like there is much wiggle room between Gaza and not Gaza.
If you were in charge of a paranoid militaristic state I'd say you were being measured in not sinking vessels trying to run a blockade into such a small area right next door.
