It will start with fines. Civil disobedience won't be an option for most of us because of the withholding system (convenient, eh?). But of course, that won't herd in everyone. Recognizing that, they'll follow the same course as the mandatory auto insurance campaign and establish criminal penalties. People will go to jail over this - either for refusing to pay the fine or for evading their insurance company overlords.
