Not sure if it's similar in other states, but Virginia requires you to have automobile insurance on your car at all times (unless you pay a $500 a year fee to the state, which I'm guessing people would do for cars they own but don't intend to use). Failure to do so can land you some pretty hefty fines and other penalties.
Not sure if the two are comparable, though.
