I think Andrew has the gist of what Brown meant. Like he (Andrew) said, they are saying that if they don't get an agreement at Copenhagen then they won't get one ever or in years upon years. Of course he exaggerating. There is simply no reason they can't keep on working on a plan to achieve their goals (no saying that I agree with them) consistently and constantly even if they don't pass anything at Copenhagen. It's simply a scare tactic to try and push something through.
