When I was in grad school at Vandy we were told that it is completely unacceptable to take someone else's words and change the wording a little in an effort to make them our own. They looked for originality. Anything less is considered an honor code violation there. At least it was in my department.

Plagiarism is more about passing on someone else's work as one's own work. Merely copying is not enough.
Plagiarism, as defined in the 1995 Random House Compact Unabridged Dictionary, is the "use or close imitation of the language and thoughts of another author and the representation of them as one's own original work."[1]
