But as you can see Vitter's motive is for districting. But why should communities with large illegal immigrant populations stand to loose proportional representation because they have large illegal immigrant populations. It's not like just because they're not citizens they don't use local resources. And how many illegals would fill out a government document that called them out?

I don't have a particular problem with finding out how many illegals are in this country, though I'm not sure the Census is the best, or most accurate way of doing that.
By most accounts, there are approximately 12 million undocumented immigrants.
