We only give 39 billion annually, and 14 billion of that is to Iraq and Afghanistan. It would seem practical to keep aid to Iraq and Afghanistan since the success of our military efforts there probably depends quite a bit on funding those countries for the near term. Subtracting off those amounts would only leave 25 billion annually, and that's about 1/3rd or 1/4th of the total amount needed to fund the typical kind of plan being discussed (which is usually ~100 billion annually for the first 10 years).
