Not if the two parties are in competition with each other. Eventually you reach a point where it is easier to reach out to nonvoters than to fight tooth and nail over the swing voters.

Legitimacy seems to be becoming a bigger issue nowadays, especially with Bush Jr.'s dubious elections.
