Nice how you intermix the state with citizens acting criminal.
Its in principal easy: Prove it, and they will be punished by the German courts.
The fact that Germany is a country under the rule of law, does not mean that criminality has been abolished. Otherwise the US would hardly qualify as being under the rule of law either...
