However, as there's no 'dispute' flag on that link let's look at what you've highlighted, and of course what you haven't highlighted.
What you've highlighted is talk, whether it be accurate or not. Talking of attacking and actually attacking are not the same thing. Your highlighting ends before it becomes evident that this talk, accurate or not, was about 'intentions', not events.
Further on in your cut-and-paste it becomes clearer that attacking Israel is 'intention', not actuality. It has all the hallmarks of typical Arab bragging.
Then we see that these 'intentions' are being discussed on May 15th, 1948. You'd have left that bit out if you'd realised the significance, jpsartre old chap, because Israel had already perpetrated one of its most momentous atrocities against the inhabitants of Palestine by April the effin 9th

So, the Arab League were talking about attacking weeks after the Israelis were actually murdering and ethnic cleansing by your own admission.
Conclusion- the Arabs didn't start the large-scale and organised violence which was the 1948 war. Case proven.

Maybe you'd rather hear it from the horse's mouth?
Quote:
Security Council Official Records, S/Agenda/58, (April 16, 1948), p. 19.
Jamal Husseini, the Arab Higher Committee's spokesman, told the Security Council on April 16, 1948:
"The representative of the Jewish Agency told us yesterday that they were not the attackers, that the Arabs had begun the fighting. We did not deny this. We told the whole world that we were going to fight."

Or since you claim that Arab bravado can't be trusted as true:
Quote:
Security Council Official Records, Special Supplement, (1948), p. 20.
On February 16, 1948
Powerful Arab interests, both inside and outside Palestine, are defying the resolution of the General Assembly and are engaged in a deliberate effort to alter by force the settlement envisaged therein

So are you now going to claim that the UN Security Council is also in error when it asserted that the Arabs were causing the problems within Israel?
And if you note the date in which that assertion was made, you'll see that it was prior to April 9th. It appears that the Arabs were getting their asses handed to them while picking fights against the Israelis for quite a while prior to April 9th. It appears to be a common theme for Arabs to get their asses kicked after starting wars and then crying about their opponents after they lose.
The truth is that Arabs started hostilities against the Jews almost immediately after the UN declared the partition on November 29, 1947. They initiated a strike and riots that led to the death of dozens of Jews. The first large-scale attack occurred in early 1948, when 1000 Arabs attacked a Jewish settlement in Northern Palestine.
Initially, the Jews were taking quite a beating, according to British that turned over their bases to the attackers.
So save your revisionist history for someone not versed in military history.
