Bush had a big problem when he started as a president - there was nothing special he could have done - cold war was over and no other enemies. The PNAC done by the Hawks had a clear strategy, but how to implement that and how to get to a war, which is necessary for every US president (or to their financiers). Bush was afraid that he will be a looser president.

His advisors (he was not able to do that) found two points: 1 - USA must create a new enemy from nothing - preferably such one, which could help them to earn money for the oil and war industry - Muslim fascists called Al Qaida was the idea... the one they used to collaborate earlier; 2 - The PNAC strategy p. 51 said that it is necessary to have a new Pearl Harbor - an inside job - to speed up the US occupation process in the oil countries as it will allow war. This will also help to suck money from the US citizens and maybe from abroad.

Unfortunately Bush was such a stupid person that he failed even if the above mentioned ideas were good - but anyway... he has managed to suck 2 trillion dollars from the people so the oil & war industries are rather happy already.
