Can you support this with any historical or investigative documents? Bin Laden had already declared war with the United States prior to September 11th, prior to even Bush's election. Also, I have never found any conclusive evidence (and likely never will on any internet source) of collaboration between the American government or the CIA with Al Qaida. Sources?

The text of PNAC's strategy is different that you present it. And while the words of the report and your words may be synonymous to some people, there are different implications. The document says "the process of transformation [of US military into tomorrow's dominant force], even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event - like a new Pearl Harbor." Certainly, 9/11 provided some extraordinary cards for the neo-conservatives to play, but that is far from evidence that they orchestrated the crime.

I have to agree that Bush has certainly lived up our military-industrial complex. Hell, the Bush family has had ties to the arms industry and its affiliates since World War 1.
