A double standard would be one standard for one group (Republicans) and another for another group (Democrats). I think that if anyone is applying a double standard, it would be Bush supporters who are making noise about Obama's level of experience.
But if one applies the same standard to both groups, and using Bush as an example, we can see that the degree to which someone has "experience" doesn't seem to be a huge barrier to becoming President. In the 2000 Presidential election, and looking at public service, Gore had 8 years as Vice-President and several terms as a Congressman as well as two terms as a US Senator, vs. Bush's 8 years as the governor of Texas.
Of course, using Bush as an example is a bit unfair. Yes, he's incompetent, but I don't think that any amount of previous experience would have helped raise his level of competence as President.
