In 2000, Clinton left with a big budget surplus for his successor. Demo did a good job in economy. People had no reason to change the party. Since the most wanted of the Inside group was a war in Mid-east, so they selected an obedient president - Bush.
In 2004, though Bush was notorious for his war policy, but the Inside group still kept him on the seat because they need more war - Iran war.
Then from time to time, the poll said his rate was getting lower, but the lower figure always was around 30%. Because otherwise he would become the worst president in history. They don't want their favorite to be in such a condition.
This country is not a democratic country. The Inside group control the media and intelligence. They select politicians by rigged election.(Because they control intelligence), and make the fake result reasonable by media propaganda. (Because they control media)
