GW said no. It must be a coalition of Nk's neighbors.

The left cried and begged GW to comprimise with NK.

He again said no.

NK's neighbors continued to pressure NK, and finally NK has agreed to end its nuclear ambitions.

That is why. IF GW had succumbed to the left's pressure for a surrender to NK, they would never have agreed to end their nuclear program.
