NK's neighbors continued to pressure NK, and finally NK has agreed to end its nuclear ambitions.
That is why. IF GW had succumbed to the left's pressure for a surrender to NK, they would never have agreed to end their nuclear program.
Simple. Quite easy to understand.

Says you. Thank you Carnac the Magnificent.
Again, Bush hates to negotiate, and hates diplomacy, he doesn't make informed decisions, and he hates facts, he is the war president, the decider.
This deal is strikingly similar to the one Clinton tried to get congressional approval from a Republican't congress. Gee if the Republican'ts had only granted Clinton that deal, instead of that moronic impeachment, there might not have been a North Korean nuclear weapons program today.
But I understand, Republican'ts don't like any ideas that aren't there own, and if they do, they won't tell you until you're not looking, then they'll claim that they're their ideas.
