I believe that some Italian cities have done that, but its not good enough if you ask me.

Cars (and we have much larger cars than Europe), people, and bikes all work well cities in the U.S. such as New York and Washington D.C., so it can work, but there just have to be accepted rules for people to follow.

American cities were designed for cars with lots of street space. European cities (except for a few German ones) were not. It might damage the economy to some extend, but not the tourism I think. Either way, it would totally be worth it.
